Ray Cooper was accepted into the Naval Nuclear Program in 1986, an opportunity that shaped his future. In 1987, he graduated from the University of Portland and completed Officer Candidate School in Newport, Rhode Island.
In 1988, he completed both Nuclear Power School and Submarine School. From 1989 to 1992, he proudly served aboard the USS Drum, SSN 677, a fast-attack nuclear submarine.
From November 1992 to December 1994, he served at U.S. Strategic Command, Offutt Air Force Base, and met his wife, Lori.
Following Ray's military service, they moved to Grand Island, where he began his civilian career.
